I-SEAMORE is an ecosystem composed of an advanced platform solution to host and manage the operation of several innovative systems and technological solutions that are aimed at providing European Authorities with increased situational awareness and operational capabilities for Maritime surveillance operations.
Cooperation and collaboration were identified as a key factors for the achievement of all expected outcomes, considering the different perspectives: ethical, technical and societal.
By involving Stakeholders in the design and development of Maritime Surveillance tools and systems, the project aims to harness their expertise and insights to create solutions that are tailored to their specific operational needs.
The Power of Collaboration: Engaging Stakeholders in Shaping Maritime Surveillance Solutions
I-SEAMORE project had the stakeholders needs, challenges and expectations at its core, through the implementation process following a systematic co-design and co-creation approach, which allows the integration of collaborative processes for the development of new value (ideas, concepts, solutions, products, services, behaviors, processes) with the active involvement of Maritime Authorities and other stakeholders.
The proposed Collaborative Co-Design and Co-Creation Framework for the development of technological solutions, considers the importance of a continuous involvement of the I-SEAMORE Ecosystem stakeholders (end-users, technical/industrial and research partners) at all the development phases, from needs identification to the design and implementation.
To expand I-SEAMORE critical mass trough the involvement of external stakeholders’, that could contribute to a richer final solution and respective validation by relevant players supports the idea of building a strong and engaged community, as an additional form of involvement in the project. The I-SEAMORE Community Program was launched at this context to support and contributes to explore the concept of co-creation and its application in the project as an ignitor form of participation allowing I-SEAMORE network to evolve to a larger stakeholder’s spectrum.
The interaction with the members of the project Advisory Board for the monitoring and evaluation framework is also stimulated and enriched by the synergies with other EU funded projects.
From End-Users to Innovators: Embracing Co-Creation in the I-SEAMORE Project
The I-SEAMORE Ecosystem is being deployed and demonstrated under real world operational conditions – Portuguese Navy’s Operational Experimentation Centre – to test and verify novel concepts of operation and capabilities involving unmanned assets. End-users have a strong role in the project by identifying needs and priorities, and actively participating in the co-creation/design processes considering the four pillars: How to create real value for the end-users; How to facilitate and ensure that the stakeholders influence the innovation process; How to design the process to realistically capture the issues being addressed; and How to ensure sustainability after the end of the project.
A co-design and co-creation methodology have been considered in the scope of the project development with the specific participation of project end-users, the interaction with the members of the Advisory Board and pursuing the synergies with other projects for Maritime surveillance.
